Policy and Public Affairs update: July 2025

July was a dynamic and outward-facing month for R3’s Policy and Public Affairs team, with a strong emphasis on collaboration, engagement, and long-term planning.

From working with parliamentarians on anti-fraud initiatives to advancing our flagship “Value of the Profession” report, our focus remains firmly on representing and promoting the restructuring, turnaround and insolvency profession.

Partnering on anti-fraud campaigns

We began the month by meeting with the All-Party Parliamentary Group (APPG) on Anti-Corruption and Responsible Tax to explore potential collaboration ahead of International Fraud Awareness Week in November.

There was strong interest in working together, particularly to highlight the critical role the insolvency profession plays in tackling fraud and tax evasion. Our shared goal is to bring real case studies—collected with the help of R3 members—into public and political discussions and demonstrate the tangible value of the profession beyond Westminster.

We are now developing plans to reach out to MPs across the UK and are looking at how members from different regions and nations can help amplify this work.

Attending and supporting sector events

Throughout July, the team attended a wide range of industry and policy events, which allowed us to both represent the profession and stay up to date with the latest thinking in restructuring, turnaround and insolvency.

Highlights included the R3/INSOL Europe International Restructuring Conference, which brought together practitioners and policymakers to discuss cross-border challenges, and a University of Leeds conference focused on money laundering in UK insolvency proceedings—a topic that continues to grow in importance as the Government ramps up its economic crime strategy.

We also took part in the R3 MVL Roundtable, attended Labour in the City’s Summer Reception, and accompanied members on an insightful R3-led tour of Lloyd’s of London, helping to foster relationships and increase awareness of the profession in different circles.

Shaping the future of personal insolvency

With support from R3’s Personal Insolvency Committee, work continues on our upcoming Personal Insolvency Framework White Paper. This will build on the themes emerging from the Insolvency Service’s Personal Insolvency Framework Review, which remains ongoing.

To keep members in the loop, we circulated the latest update from the Insolvency Service, offering useful context for how personal insolvency may evolve over the coming months.

Our White Paper will reflect both this policy direction and the views of members gathered through our various working groups and consultations.

Fraud in focus

July also saw us host the summer meeting of R3’s Fraud and Asset Recovery Group (FARG). This group plays a key role in shaping our anti-fraud work and last month’s meeting focused on our recent engagement with MPs, Suspicious Activity Reports (SARs), and updates from the Insolvency Service’s Investigations and Enforcement team.

Plans are now in motion for further fraud-focused activity in the autumn, including potential events during International Fraud Awareness Week. If you are interested in joining the Group, please contact [email protected].

Data-driven advocacy

We have officially started work on a refreshed Value of the Profession report, last published in 2021. This report remains one of our most important advocacy tools, providing a clear, data-driven picture of the profession’s economic contribution—including returns made to HMRC and other creditors.

This time, we are exploring new ways to work with members and case management system providers to streamline data collection. Our goal is to produce a more efficient and robust report that reflects the profession’s value across all parts of the UK and supports our ongoing public affairs work.

Looking ahead

The team recorded a new podcast episode in July, focusing on the current state of the Special Situations M&A market, due for release soon as part of our ongoing work to highlight emerging trends and what to look out for over the coming months.

Over the summer, the team will be developing new content for parliamentarians, continuing progress on both the Personal Insolvency White Paper and the Value of the Profession report, and preparing for a busy autumn of committee meetings and stakeholder engagement with groups such as our Public Sector Faculty as well as our Higher Education Institution working group.
