June was a busy month for R3’s Policy and Public Affairs team, with activity spanning committee engagement, policy development, consultation work and industry events. Across each area, the focus remained on ensuring that the experience of restructuring, turnaround and insolvency professionals is reflected in policy discussions and wider stakeholder engagement.

A key highlight was the latest meeting of R3’s Fraud and Asset Recovery Group (FARG). Members discussed developments in the economic crime landscape, emerging fraud trends and barriers to effective asset recovery. Discussions also considered opportunities to strengthen engagement with government departments and enforcement agencies, alongside ways to demonstrate the value insolvency practitioners bring to fraud investigation, asset recovery and creditor returns.

The group’s chair Frances Coulson wrote an article for the summer edition of Recovery Magazine, focusing on the government’s new fraud strategy. Her article welcomed the strategy and its aims, but also called for more concrete action to match. She focused on the importance of civil processes when it comes to disrupting bad actors as well as the need to harness private sector muscle and the importance of putting victims first.   

The team also supported the latest Policy Group meeting, which brought together senior practitioners to discuss current market conditions, regulatory developments and policy priorities. Members considered a range of issues affecting the profession, including issues in the higher education sector and recent case law updates . These discussions help ensure that R3’s advocacy work remains informed by practitioner experience and real-world market developments.

June also provided an opportunity to engage directly with the profession and regulators through the Insolvency Service’s Insolvency Live event. Attending the conference enabled the team to hear first-hand about the challenges, opportunities and trends shaping the insolvency and restructuring profession. Conversations with practitioners, advisers and stakeholders provided valuable insight that will help inform future policy development, stakeholder engagement and communications activity.

Alongside this work, the team submitted R3’s response to the government’s Corporate Civil Enforcement Reforms consultation. The proposals seek to strengthen the civil enforcement regime and raise important questions around director accountability, proportionality and due process. The team worked closely with members and committees to gather feedback and assess the potential implications of the reforms for insolvency practitioners and the wider business environment. This engagement forms part of R3’s broader commitment to ensuring that legislative and regulatory change is informed by practical experience and supports a fair and effective business framework. Together, these activities demonstrate R3’s continued commitment to evidence-based policy, practitioner-led insight and constructive engagement with government, regulators and stakeholders across the insolvency and restructuring landscape.
