Eileen Blackburn

Eileen is a practising IP, JIEB qualified with 26 years’ experience and a chartered accountant.

Based in Edinburgh, she heads up French Duncan’s insolvency practice and specialise in advising owner managed businesses, corporate and personal.

Her experience ranges from multi location retail insolvencies to complex personal cases including deceased estates and Judicial Factory appointments over insolvent solicitors’ practices.

She is chair of R3’s Scottish Technical Committee and also sits on R3’s General Technical Committee. She represents ICAS on JIEB and sits on the ICAS insolvency permit committee.

Eileen has been heavily involved in Scottish Insolvency matters over a number of years and have engaged with the Scottish Government and the Accountant in Bankruptcy on behalf of R3.

She is committed to promoting the modernisation of the Insolvency and Restructuring Regime, particularly in relation to devolved matters. She is passionate about the profession and the pursuit of continuous improvement of standards and the enhancement of our reputation in the wider community.

Eileen is an advocate of better regulation and continuously working towards making sure there are benefits to the high level of regulation we face when compared to the unregulated sector.
