Parliamentary and press update

October 2018

2018 Government Budget

Ahead of the government’s annual Budget Statement, R3 wrote to the Chancellor of the Exchequer calling on him to implement the government’s corporate insolvency reforms to ensure that the UK’s insolvency and restructuring framework encourages greater business rescue, and remains one of the best in the world. R3 also urged the Chancellor to continue to press for reciprocal automatic insolvency appointments and judgments between the EU and the UK to ensure that the profession can continue to efficiently and effectively carry out cross-border work, helping to ensure that UK remains one of the most attractive places in the world to do business.

Corporate insolvency reforms

R3 was delighted to welcome a packed room of members to its discussion forum on the government’s corporate insolvency proposals, hosted at the London office of Squire Patton Boggs. During the discussion members discussed their views on the proposals and suggested areas that could be improved before legislation is drafted. R3 is meeting the Insolvency Service in November to discuss member’s views, which will help to ensure that the legislation, once published, is workable and effective.

What’s coming up?

Meeting with Insolvency Service CEO

Members of R3’s executive will meet with Insolvency Service CEO, Sarah Albon, at the end of October to discuss R3 members’ views on liaison with the Official Receiver.

Scottish insolvency minister and MSP engagement

R3 Scotland Chairman, Tim Cooper, and Scottish Technical Committee chairman, Eileen Blackburn, will meet with the new Scottish Insolvency Minister (Jamie Hepburn MSP) in November. Mr Hepburn was appointed Insolvency Minister during a summer reshuffle. The meeting provides R3 with the opportunity to brief the Minister on the work and value of the profession in Scotland, continuing the positive dialogue established with his predecessor. R3 will also meet with a few cross-party MSPs at the same time.

Annual parliamentary event

R3 will be joined by around 15 senior cross-party parliamentarians in November at its annual economic discussion event hosted in Westminster. The event is an opportunity for parliamentarians to come along and meet with R3’s Executive to discuss the current economic landscape, and for R3 to inform the parliamentarians of the profession’s key issues, notably the government’s corporate insolvency reforms, and the impact Brexit will have on insolvency and restructuring.
