Frances Coulson becomes new President of R3

Female Lawyer Appointed President of Insolvency Trade Body

Frances Coulson, Head of Insolvency & Business Recovery at London commercial law firm Moon Beever, has become the second female President of insolvency trade body R3. Frances became a partner at Moon Beever in 1988 and has over two decades of experience of working with insolvent people and businesses; her varied brief includes insolvency, fraud and injunctions.

One of her most interesting cases involved a German bankrupt fugitive from the German authorities whose attempts to evade his creditors included: receiving cash glued into German magazines sent via DHL; and attempting to set up his own bank.


Frances said of the appointment:

“I am delighted to be taking over as President at a time when the profession is involved in debating the future make up of the industry. Insolvency Practitioners fulfil a very significant role in the economy and in the rescue of businesses and jobs, as well as providing advice on the best route to relief for distressed individuals. Practitioners also have a duty to recover the most they can for creditors. They need to be allowed to fulfil that role without unnecessary red tape and with public confidence in their commercial and technical skills”

“During my Presidency I will be engaged with two ongoing consultations - on regulation and personal insolvency; both of which carry potential implications for the profession for years to come. I am keen to prevent not only unnecessary change, but also the unnecessary cost to creditors change can bring. I will also be considering the Jackson proposals and the expenses in administration issue which also carry a cost to creditors. In my work I see examples where Directors do not take their duties and responsibilities seriously and the insolvency regime has its part to play in ensuring they do not get away with it.”

Frances has been an active member of R3 for the last fifteen years, speaking on many R3 courses. Prior to being appointed R3 President, Frances was been Chair of R3’s Smaller Practice Group which provides technical support and a forum for debate for smaller to medium size insolvency practices.

Frances succeeds Steven Law who will remain on R3’s council.
