Ceara is responsible for delivering R3’s Policy and Public Affairs strategy, including stakeholder engagement, parliamentary campaigns and political consultation responses. Ceara has 12 years of policy and public affairs experience, most recently as Senior Government and Policy Adviser for a financial services company in a highly regulated industry, providing regulatory and policy advice. In the run up to the 2024 general election, she was seconded to Labour HQ to support the development of their housing policy offer, bringing industry experts together with Labour’s relevant policy teams. Ceara’s prior experience running public health campaigns has sent her to work in the US and Caribbean. She has also spent several years working on education policy for England’s largest further education membership body followed by an education charity as a Policy Manager. In her spare time, Ceara is a local councillor in North Hertfordshire, participating on Committees focused on audit, standards and overview and scrutiny.
